Why is that expensive? We asked this question about severance and received a very clarifying answer.
The old model
Three months of salary, health cover and a note. Cost: roughly $14,000 per employee. Perceived benefit: 'decency'. Measured benefit: not measured.
The Deprecation model

But isn't that cruel?
We ran the numbers. Empathy per dollar is highest at the cardboard-box tier and falls off sharply thereafter. Notably, the third month of severance produces a statistically negligible increase in 'gratitude'. It produces a slightly significant increase in 'litigation', but that's accounted for in a different budget.
